Cooking options Greyed out, lights not working

I have been playing on the same save file for quite a few months, I do use mods and cc but when the game got the new update, I deleted all my script mods (as i heard they broke the game with the new update) and then only redownloaded some when they had updated. Everything seemed to be fine until I noticed that in my sims home, the lights were off and when clicking on them the only option was to make them an heirloom. The bills had been paid, no lot challenges, nothing it was just really random. I thought maybe it was just a momentary glitch and kept playing (everything else worked fine) until i tried to make a birthday cake and noticed that I could only cook salad. I know that usually means the stove is not working or is out of reach but my sims have lived in this house for 2 generations without issue, but I still changed the stove, changed the fridge, reset both, reset the sims, moved the furniture and still nothing. My house has NO lot challenges so it isnt off the grid or simple living (however i did switch it to simple living to see if getting the ingredients myself would work but it still showed up grey). Its just very random! I also noticed that if my active sims visit another household, they can see the cooking options and lights as normal, but once I actually PLAY any household the same issue happens. I tried disabling mods and cc out of curiosity and the issue is still there. Iv done everything i can think of, deleting cache, repairing the game, no cc, no mods, changing furniture, resetting sims, moving to a different house, moving to a different neighbourhood but it doesn't change. I dont know what else i can do.
