Cottage Living bought on Xbox, won't show up on PC

A year or so ago I decided to play Sims 4 on my Xbox because my computer crashed on me. I bought, downloaded, and played multiple expansion packs, game packs, and stuff packs on the Xbox since then. I just got a new computer this week and everything downloaded (except for Cottage Living) from my Xbox to my PC through linking my accounts on Xbox and EA. I have been able to download and play through the EA PC app...except not for Cottage Living. It is not listed in my add on's. It still shows as 'purchase' on EA but not Xbox. When I go to Sims 4 > manage add on's in EA it is not listed. Help! I bought it a year ago and don't want to have to buy it again when everything else transferred just fine.
