This has been happening to me as well for the past few days; I pulled all script mods out of my game, and it still will not load. I just read some of the steps above and am in the process of trying to load a clean game and let it add a new mods folder back in my game and retest. Will update this post when I have more information but wanted to put the "ME TO" in this feed.
Update: So, when I went back to full vanilla (no mods or cc or any kind) game play it still did not work. I did a repair on my game, and it finally loaded for me. Tried to again to add CC I put in just two pieces of CC (no script mods, just clothing items) and tried again - again I got the "failed to load". So I took out one of the items and tried again with just one piece of non-script CC that normally you never have any problem with and I picked a new piece just released so it wouldn't be old or outdated. It still would not load and gave me the "failed to load error".
So until this is fixed, I am guessing you cannot use any CC or Mods of any kind right now. At least I can't!
