My sims 4 shows the same code and it won't start ive uninstalled the game and uninstalled any bad mod I had I don't know what else to do the game just won't start and it keeps getting more & more confusing I even allowed the game to make a new mods folder but none of my mods were in it and now curse forge won't even start it

@Lizzy-110 The new Windows account shouldn't have OneDrive connected at all; that's the point of a local account. What happened when you tried to move the Sims 4 user folder? Please post a screenshot of the error.
Please also post a screenshot of the Downloads folder you mention. It's normal to have a Sims 4 folder in Documents > Electronic Arts, and it's normal to have an EA Games folder inside Program Files, but this EA Games folder should only contain games you've installed through the EA App.
