perryvoyages 4 megabytes per second (MB/s) is a little more than 28 megabits per second (Mbps), but close enough if you're rounding. There are eight bits in a byte.
As for why EA App download speeds are so much slower than many users' connections, it was and remains a mystery. I've had the same thing happen, although not as often now that I try to install whole games, at least, during low-traffic times.
You could install the Sims 4 base game through Steam if you want, but you'd need to uninstall the EA App version of the game first, and you'd still need to download all your DLC through the EA App since you own it there. The DLC will work with a Steam install, but there's no way to add it to your Steam library.
That is disappointing to hear about the EA App but I appreciate your response
