Sharkpup65 Alright, I wanted to look for other unusual errors (such as evidence that a hard drive was dying), and see whether you had a secondary drive, so that you could install the game on a different drive as a test. But you only have the one drive, and there's no indication it's failing, even if that's not definitive.
If you want to try one more thing before reinstalling Windows, you could borrow the account of a friend or family member and try playing through that. Since Sims 4 is free, it's easy to add it just for this purpose. I would do another clean uninstall of the game and the EA App, just to be sure that nothing from your account is present. Then restart and reinstall using the other account.
If you get the same error, then I can't think of anything else to do other than to reinstall Windows. I also asked for a second opinion from someone who knows more about Windows than I do, and he agrees. Besides, you've already tried all the usual troubleshooting steps and more, so going further would probably take more time than wiping the system, as annoying as that process can be.

I think the offline installation may not work anymore, unfortunately, but you can always try it.
I would also highly recommend downloading the chipset and graphics drivers from Dell and installing them manually. Installing Windows while offline makes it easier since Windows can't find its own drivers. But you can still run the driver packages right away to make sure everything is up-to-date. You can also let this page check for missing or outdated drivers after you're done installing everything else.
Once you've used the USB to install Windows, you can erase it and use it to transfer the drivers from your old laptop to your new one (along with anything else), so if you can get the offline installation to work, this is how you'd get the drivers to your current laptop before going back online.
