c30e64f2472299bd Please open Marketplace > My Collection, find R&L and the kits on the list, and see whether they're deactivated. If so, reenable them and restart the game.
If the packs aren't listed as installed, that's a different issue, covered in the last section of this guide:

If the packs aren't listed as owned, did you buy them directly from EA, through Steam, or from a third-party seller? If you used EA, go to ea.com, open Account Settings > Payment & Wallet > Order History, and find the order on the list. Please let me know what status it has: Completed, Processing, or Failed.
