phoenixmae3235 Please uninstall Sims 4 and the EA App with Revo Uninstaller (the free version is fine). Instructions are in the accepted solution of this thread:

Restart your computer and reinstall the game through Steam, then see whether you can install any packs you bought from EA through the EA App. If Manage doesn't work, click Add-ons (or DLC) at the top of the main Sims 4 page and see whether you can find Download buttons there.
