Game broke after Update

I updated Sims 4 today and now all saves won't load and i can't create new saves
The Delivery Express is also not working

The homescreen is bugged. Were the household name should be stands "WWWWWWW" and it also overlaps its self.

When i try to make a new game i get a white screen and it crashes.
If i try to load a save i get the usal menu to load a save and all the saves show up as usal.
Than when i select a save and load it i get to the "select a season" screen and a window
pops up saying that my game was unable to save and it gives the error code: 22
if i continue dispite this and select a season and world i get a household with no picture, that is unable to move into any house becouse they have 0 money. 
The only way i'm somewhat able to play is when i start a scenario. i'm able to place the premade scenario households into the world but every lot they move into loses everything that is build onto it. Even apartments from City Living get removed and you end up with a lot that is completly emty.
if i try to save the scenario i get the same save error with the code "22" and it throws me into world select. the scenario household appears in the home screen but there is no save in the load menu.
Only Continue works somewhat in that case. 

When i check out the Delivery Express in the options it tells me that the download stopped.
The download stops immediately when i try to restart it and an error message with the code:
"00000008:00000000000000c8" shows up.

what i already tried:
-repairing the game through the client  -> no changes
-uninstalling and reinstalling the game   -> no changes
-removing the sims 4 folder from the Documents and generating a new one
  ->Game crashes after the first loding screen before getting into the homescreen.
      putting back the old folder fixes the start up crash but the game is still broken.
