Game only shows base game even though packs are downloaded and installed

My game is saying I have no packs however they're all loaded in the ea app and steam. It's affected all my saves too. 

However if I open a save, all the content I have is available. The issue is only affecting new saves: if I try to create a new sim, it only shows base game content.
