If OneDrive is running on this computer, whether you use it or not, please pause syncing. To see the option, right-click the cloud icon in the lower-right corner of the screen, or perhaps hidden in the Tray (^ icon).
If these steps don't help, and you get an error when trying to launch Sims 4, please post a screenshot.
I mention these because your dxdiag doesn't list any Sims 4-related errors. That could mean the errors have been replaced by newer, unrelated ones, or that the seemingly-unrelated errors are in fact the reason the game won't open. Or it could mean the game is being blocked rather than opening. So if none of the above is relevant, please let me know what antivirus you use.
Please also try again to play, then look for new errors in the Reliability Monitor. Hit Windows key-R and enter "perfmon /rel" without quotes, and you'll see a chart of errors and updates with a column for each day. Today is on the right.
Look for an error that happened at exactly the most recent time you tried to open the game. If you find one, double-click it to see more details, then copy that info and paste it into a reply here. If you don't see a new error, check back in an hour or so—the Reliability Monitor doesn't always update right away.
