Issue with royal and legacy dlc

I bought this on the pre-order and I have tried to download it multiple times. 

It keeps saying world not installed yet when this pack has finished downloading please restart the sims 4 to install it. 

Which I have done multiple times. I have also uninstalled it and reinstalled it nothing happens. I have repaired the game multiple times. I have uninstalled it, reinstalled it and then restarted my computer and still no progress.

Can someone pleas give me so ideas on what I could be doing wrong. I'm one step away from throwing my computer out the 2nd story window.

    I think this may have fixed my issue but the marketplace cannot connect to online features for me. I figured out you can select the packs without going online

    I am having the exact same issue with newly purchased content, it is indeed deactivated in marketplace but so far I cannot successfully get an online connection to reactivate it. i am waiting for it to connect but very slow.

    Cherryguk7​  Please open Marketplace > My Collection and see whethe R&L is deactivated.  If it is, you can enable it with the Pack Selection button.
