darlasplry I'm not sure whether you want to hear about the unsupported workaround. If so, what you'd do is delete the folder for a specific pack you don't want to use, then create a .txt file in the same location with the same name. For example, if you didn't want Seasons to reinstall, you'd delete the EP05 folder in [install location]\The Sims 4.
Strip off the .txt extension, so the file is simply called EP05 as well (and you might need to tell Windows to show file extensions, which is an option in File Explorer under View), and the EA App won't be able to create the folder to reinstall that pack. Here's a list of available packs by folder name:
