Missing Resources

I have recently run into a problem where my game will say "missing resources" and act as id I have broken cc for IN GAME packs like Knifty Knitting and Moschino Stuff. I have tried deleting all mods and cc to see if that was the issue and it wasn't, I also have the game updated to the latest version. How do I fix this issue?!!!!
