Lunefyres You're looking at the game's program files (what the EA App installs), not the user folder (which has saves, mods, etc. in it). But it looks like OneDrive is trying and failing to sync the game data, which is asking for trouble. So please uninstall Sims 4 and reinstall it somewhere that OneDrive doesn't sync (that would be Documents, Desktop, and Pictures). The default location is fine:
C:\Program Files\EA Games\The Sims 4
If you don't have any use for OneDrive, get rid of it, or at least stop it from syncing your files, before you try to play again. Please see this guide for more details:

Then start the game again and use the Mods folder it creates. If you don't see the folder, here's how to find the Sims 4 folder it's in:

If you still don't see a Mods folder, you're not in the right location. The game will create one on its own.
