Mods folder not spawning after launch, idk what else to try please help.

I have been playing sims 4 for 8+ years, 5 of which moded and at this point i usually have my mods folder pinned to quick access SO, i went to pin my mods folder after getting a new computer and installing+lauching game and this is all thats in my folder (see attachment) . i tried to repair the game and nothing, i reset my options to default and nothing, i thought maybe sims wasnt on the same hard drive as EA bc there are 3,  so i uninstalled everything and reinstall on same hard drive +launched game and nothing. so i repeated the resetting of options and repair STILL NOTHING. i cant find a way to contact EA Suppport directly either. im at a loss

i have no errors when lauching game and game runs perfectly, just no Mods folder is spawning.

ive read other forums and guides and stuff but there issue isnt exactly the same from what i can tell. pls help
