m00nilas Try forcing the game to open in windowed mode. Edit your new Options.ini file to set fullscreen to 0 (zero). Please also delete any files in ConfigOverride, in the same Sims 4 folder.
If that doesn't help, since you previously had ReShade, please delete the Bin folder, in [install location]\The Sims 4\Game, and repair the game again. You'll need to close the App and kill the EABackgroundService in the Task Manager in order to delete the folder.
If that doesn't help either, please provide a dxdiag. Click Windows key-R, enter dxdiag in the run box, wait for the scan to finish, click "Save all information," and save the file to your desktop. From there, you can attach it to a reply using the paper clip (Attachment) icon included with the other formatting buttons.
