Rate1232 If you haven't already, please do a clean uninstall and reinstall of the Nvidia graphics driver, as described here:
However, instead of using the newest driver from Nvidia, try one that's at least a couple months old, for example 577.00. You can find older drivers here:
https://www.nvidia.com/en-us/geforce/drivers/
It's fine to start with the oldest driver available and update from there, but going backwards would mean you'd need to DDU the newer driver each time. So start with the oldest you're comfortable using and update from there if necessary. Choose Game Ready Driver as the Download Type to be able to go back further; you'll only want these drivers, not the Studio versions, which are for professional workloads.

Rate1232 If you haven't already, please try playing in a clean user folder. Move the entire Sims 4 folder out of Documents > Electronic Arts and onto your desktop. When you launch the game, a clean folder will spawn with no content. (Your saves and other content will be intact in the folder you've moved but temporarily unread by the game.) Don't add anything to the new folder yet; just start a new save and see how it runs, that is if you can get that far.
If this doesn't or didn't help, please provide a dxdiag. Click Windows key-R, enter dxdiag in the run box, wait for the scan to finish, click "Save all information," and save the file to your desktop. From there, you can attach it to a reply using the paper clip (Attachment) icon included with the other formatting buttons.
