I've had the same issue, I've tried everything that i've seen suggested on forums. I've downloaded a dxdiag and linked it below any help would be appreciated.
myapoligiemsgirl To be clear, now you're using an EA account that's not linked to a Steam account, or at least the copy of Sims 4 isn't from a linked Steam account; and you get exactly the same error?
If you do have a VPN running, please disable it and restart your computer. It's not typically a problem for the EA App but can be on occasion.
If that doesn't help, please provide a dxdiag. Click Windows key-R, enter dxdiag in the run box, wait for the scan to finish, click "Save all information," and save the file to your desktop. From there, you can attach it to a reply using the paper clip (Attachment) icon included with the other formatting buttons.

My ea app and steam is running as administrator and they were properly linked
Now I've uninstalled sims and steam, logged into another account on the ea app and downloaded sims agian(on the ea app).
Yet the same problem occurs? Maybe I have a vpn or something that's stopping it from running? I have no idea
myapoligiemsgirl Please restart your computer and open both the EA App and Steam as an admin: right-click each desktop shortcut (or the .exe, e.g. EADesktop.exe, if you don't have a shortcut) and select "Run as administrator." Wait until both apps are fully loaded before trying to launch Sims 4 from Steam.
If this doesn't help, please make sure your EA and Steam accounts are properly linked to each other. Sign into the EA App or any EA site using your Steam credentials. If you land in the correct EA account, they're linked; if anything else happens, let me know what.
