Only Residential and Residential Rental lot types available

Just to start off, I'm completely computer-illiterate, so please be kind and give detailed instructions for me. As Michael Scott would say, explain it to me like I'm 5 lol

So, I downloaded Businesses and Hobbies this morning but when I went into bb mode, the only lot types available if the lot was already labeled as Residential was Residential or Residential Rental. If I opened another lot type, like Bar, all the lot types in the drop down menu would be available in bb mode. If I downloaded a lot from the gallery that was not residential (the only one I've tried so far is the new Small Business Venue lot type) it would keep that lot type and show all lot types available. 

At first, I assumed some of my mods were conflicting with the new pack. So I removed all my mods and put them into another folder on my desktop and restarted the game.  Same problem was there.

I then repaired the game twice through the EA app with no changes. 

So then I assumed there was something wrong with the downloading of the new pack. Since I couldn't find a way to unistall and reinstall the pack, I found out I could disable a pack. I went to the james turner disable pack site to help me and disabled the new Businesses and Hobbies pack. Same problem persisted.

I'm at a loss now as to what to do. I haven't played in several days, but I haven't had any issues up until today when I downloaded the new pack. I'm not sure if it's related to the new pack or just a coincidence. 

Please help! This is very frustrating.
