Pack selection won't let me pick any packs

So I downloaded the game after a year and wanted to play a bit. Once I started the game and wanted to create a household, all my stuff from the packs were missing despite me having them installed. I saw the new feature of pack selection and all packs are greyed out and I can't figure out how to enable them. When I hover the checkbox it just says "this pack is currently unavailable" and on the shop site it says that I own the packs but I have to install them to use them. All packs were installed by me and are shown as installed in the EA App. I've tried repairing the game, deleting the userSetting file and then repairing, reinstalling, choosing another drive but nothing works.
