Packs gone, dont know what to do.

I have not played the sims since 2019. Recently ive really wanted to play it again, but any of the packs I had are gone. Most importantly the cats and dogs pack.
I know I had it. When I reinstalled the game and opened it, I have this save file from back then:

They have cats. Very obviously. The skirt is from Cats & Dogs too. When I load up the save, it gives me this error:

and my characters look like this when I go beyond the error.

I've tried repairing it several times, tried uninstalling and reinstalling, nothing has worked. The only options im given are to rebuy the pack(s), I don't have the receipts from back then. Is there anything I can do???
