Packs won't download

I'm losing my mind. I purchased two packs today, several hours ago on paypal.

Every time I've bought content, it immediately downloads. This time, it says I don't own it.

Paypal says the payment went through. EA says that I have two charges for both packs. The first charge says delivered. The second payment says pending. I don't know why it's showing two charges (for different amounts) and I'm not able to request a refund for the second charge. But I haven't been charged yet on paypal for the second charge.

Either way, it's definitely not delivered. The Sims itself says I own the packs, but I don't have any content available from the packs. EA says I don't own it, but I bought it, and paypal says I bought it.
