AimeeHart30 Are your packs loading in a new save? Please test and let me know. If not, please delete UserSetting.ini, in Documents > Electronic Arts > The Sims 4, then try again.
Once your packs are loading, try recovering a backup version of your main save, as described here:

And see whether the backup works properly. What you've described is a common symptom of save corruption, but it might be due to the pack loading issue and not permanent.
