Yes on CAS mode they are wearing the shoes I made them wear in the first place but somehow the winter boots I selected for the winter outfits are on every outfit which is not meant to happen.
Also how do you upload your household to the gallery?
Go to CAS and then click on the save household button in the upper right corner
Then click on the cloud icon that says share household to the gallery

Yeah they are still wearing boots unfortunately
It started when my Sims were skiing and that one of my Sims that wasn't skiing at the time would travel to another world while the Sims that seem to be wearing winter boots were still skiing at the time.

@queenietomlinson It would be nice to the next player having the same issue if you said what you did that fixed it. Did the sim have the climbing gear equipped?

Hello I didn't have the climbing equipment on. I just had a bug that was to do with Sims wearing wearing winter boots on every outfit when they were not meant to.
How I solved this problem: from what I remember I went on to a different lot, changed their outfits by selecting the change outfit button and then all of the sudden my sims didn't have that issue again.
