Really bad camera stutter when panning around

JeanVW​  Did you see any lag or stutter 20 minutes into the log or after?  I ask because the GPU core load readings briefly dropped close to zero a few times earlier in the play session, but the drops in the last few minutes were much less dramatic.

puzzlezaddict​  Yes there was stutter during the log period, it's almost like a ''**bleep** '' forward or a frameskip stutter thing. I don't have this with other games, just Sims 4. The game I play daily, sadly.

JeanVW​  I meant in the last five minutes of the logging session specifically.  The graph of your GPU's core load looks somewhat different during minutes 20-25 or so compared to minutes 5-20.  So if performance improved in the last few minutes, that would be telling.  If it did not, then the core load may not be relevant to the problem.

puzzlezaddict​ Yes it did stutter when panning around at that time (last 5 minutes). The first 5 minutes are of me waiting to start up Sims 4, as instructed, those minutes are included. 
I noticed the same stutter as i did before. 

JeanVW​  Please try playing on the minimum graphics settings and a lower resolution, just to see whether you still get the stutter.  You can try both fullscreen and windowed modes.

I tried this, doesnt work. Even with post processing off, it seems less, but still is apparant.
