Recently bought packs worlds won't install

island living - sulani & outdoor living retreat world

both say "World not installed. When this pack finishes downloading restart The Sims 4 to install it." I've uninstalled/then reinstalled the packs, then ran a repair on the game twice. I had a mod on when I bought and installed them originally, but for the repairs I took it off. Any suggestions?
