DLC pack missing in game

Purchased Enchanted Living on 3/19. It was downloaded from the EA App. It is showing as downloaded in the "manage add ons" section, but has still not opened or shown as downloaded in the game itself. I cannot access the neighborhood or any items from the pack.

I have done the following: 

• Cleared APP cache
• Logged out and into app
• uninstalled and reinstalled app
• repaired game
• uninstalled the DLC and reinstalled it
• Mods are off. 

The EA chatbot has been completely worthless. I can't even open a case about this because the bot just keeps giving me the same article then resetting when I say it didn't fix my issue. 

I thought to refund it and rebuy it, but it isn't eligible for refund.

Short of uninstalling and reinstalling the entire game, I have tried everything.
