Sept 2024 update broke loading screen to main menu and exiting cas

I have tried to fix the similar issues posted here to no avail. Updated mods and cc. Removed Mods folder. Deleted localthumbcache. Repaired game twice. I am able to get into game and load save file with vanilla Mods folder however I get an LE. I've attached dxdiag and LE error. 

UPDATE: this system won't allow me to upload LE file.
