Shadows issue

Hi, I'm having issues with shadows from all objects that are placed outdoors. Especially shadows from trees and plants are moving super fast, they are flashing/flickering constantly. It happens with cc and base game/packs objects, also at trees that are in the world just outside the lot I'm playing in, on every lot and in every world. I already removed my mods folder and started a new save but it didn't help. The only thing that helps is setting the lighting graphics on 'low' but then the game looks bad. My gaming laptop usually runs perfect with high settings and my AMD and Nvidia drivers are up to date. The problem started after the latest patch update, I was wondering if more people are in trouble? I use reshade but when I turn it off it's still not fixed. I added a video that shows the issue.
