If that doesn't help, please provide a dxdiag.  Click Windows key-R, enter dxdiag in the run box, wait for the scan to finish, click "Save all information," and save the file to your desktop.  From there, you can attach it to a reply using the paper clip (Attachment) icon included with the other formatting buttons.

As for Sims 3, its normal price is $20 U.S., but it's frequently on sale for $8-10.  I think you missed the holiday sale by a few hours.  If you're still interested in buying the game, look for a sale around Chinese New Year.  And keep in mind the "starter pack" comes with one expansion and one stuff pack, so it's a very good deal at $10.

Steam also sells Sims 3, with the base game $20 and rarely discounted.  But expansion and stuff packs are usually $10 on sale, sometimes less, and as a bonus, you can play through Steam and never involve the EA App at all.  (You can of course register your content with EA, but it's not required.)  EA App content doesn't work with a Steam install, so if you want to go that route, buy everything through Steam.  Sims 3 Store content does work with a Steam install though, whether you've bought it with points or money.
