MrsPadilla Try with a different sim, preferably a human (no occult state). If that doesn't help, try a different save, for comparison's sake.
And just in case you've applied the Off the Grid challenge to the lot you're trying to load, OtG is broken, so you'll need to remove it or send your sim somewhere else.
