That's weird, do you have any Custom Content (CC) or mods? Did you try playing the game without them?

The Costume Party is not available with Limited Edition. You would need the Digital Deluxe Upgrade in order to play with the Costume Party. The Spooky Stuff Pack also has a costume-themed party, called the Spooky Party.

In this case, why does it show in my bucket list if it is not available in my game? That's pretty odd....
