SmttyPenguin Please try playing in a clean user folder, as it's simple to test. Move the entire Sims 4 folder out of Documents > Electronic Arts and onto your desktop. When you launch the game, a clean folder will spawn with no content. (Your saves and other content will be intact in the folder you've moved but temporarily unread by the game.) Don't add anything to the new folder yet; just start a new save and see how it runs.
Please don't add anything from the Gallery or your own library.
The Sims 4 errors in your dxdiag are AppHangB1 errors, which have a few causes, but the only common one that would happen with no mods or cc and no old saves or added content from the Gallery is an issue with the graphics driver. So if the clean folder doesn't work, try a clean uninstall and reinstall of the driver. Here's how:
