I'm having a similar issue. Maybe a bit different but maybe this will help?
My game is not opening and either acts like i never tried to start it or it gives me an error saying it can't find the file.
When I try to repair the game, it gets hung up and says that it can't create a folder. this is working for me -
- End Task on all EA processes
- Go to C:\Program Files
- Right-click on Electronic Arts
- Click on Properties and go to the Security tab
- Make it so ALL APPLICATION PACKAGES is set to Allow for both Full control and Modify
- Click Apply
- Restart your computer
- Open EA and Repair the Sims game
