SheSlayedGames If I had to guess, I would say that the problems you're seeing are a combination of the game's limitations and maybe some system settings that you could change. Your RTX 3060 is the weak point as far as hardware is concerned, but the computer should be handling this load better than what you've described.
Before spending any money, try disabling the mods/cc pop-up at startup to improve load times, and try changing these settings in GraphicsRules.sgr:

The best approach is to copy your original GraphicsRules (in [install location]\The Sims 4\Game\Bin) to Documents > Electronic Arts > The Sims 4 > ConfigOverride, then edit the new copy there.
Separately, is your computer's page file really set to only 4 GB, as shown in your first screenshot? If so, and you can see it on the first page of a dxdiag, I would suggest allowing Windows to control the size. Here's how to open the relevant settings (option three):

If Windows is already managing the page file size and it is in fact only 4 GB, try setting the minimum to 12288 and the max to 16384. Even with 16 GB RAM, your system will perform better if it has more room to push data to the page file rather than holding almost everything in physical memory.
