- I've been playing almost from the start and haven't spent a dime on the game. Donuts are fairly easy to come by with finding Maggie and the daily tasks, I have around 400 saved up. You will be amazed at how much premium stuff you'll aquire, it just takes time. Stick with it!
- In some ways it's unfriendly, specifically by being blocked from continuing the quests.
nissa762 has it laid out pretty well, but I'll term it my way anyways. If you're on level 27, then just buy up and start just the first part of each quest until you get to Quimby. You only need to complete the first part of each quest (which is usually finishing the buildings) and then the leave those in the task bar and focus on the next quest that unlocks. Check the wiki for each level if you're confused as to which one helps you advance (because it can get confusing).
My first event I was blocked because I hadn't reached level 22. It's still true nowadays. I really liked that I was able to get Sideshow Bob after the event even thought I couldn't continue. That was great for a new player. But, did you notice how that wasn't the case with Maggie? If you didn't reach level 15 and get Marge in time then there was no way for you to get Maggie (not even considering her game).
Just so you know, sometimes these event quests will continue until you do unlock Quimby (or other that is needed), even after the event is "over". I can't guarantee that, but I have *. Easter and Valentine's Day still in my task bar for my alternate game. - OP,

I should also add that Limited-Time items almost always cycle back in either during later versions of holiday events or other events. - They've broken that pattern though with Boobarella, Grumple, Mr. Costington etc. There's no way of knowing if anything will ever return and they seem unable to keep track of the huge catalog of limited time items.

As others have said, we've all been there. And level 30 or so is the biggest hump to get over in that regard. In fact, much of our current collective frustration with events/mini-events/ongoing projects as max-level players is that the same ol' pre-level 31ish characters are required for EVERYTHING quest-wise.
Maybe it's a good sign that Paris Texas was one of the Freemiums capable of participating in the Casino event. While she may technically be available to a Level 30 player, the amount of XP you get just for flying through the REV points to hit a billion should put you well above Level 30. So maybe in the future we'll see more later-level characters optionally involved, the way that she was.

Generally EVENTS are not nice to new players, think about it, even though they require characters obtained in the early levels of the game, at various points in the questline or in order to generate event currency a character unlocked later in the game is needed.
Problem is things are changing, when i first started i was powerleveling without realizing it.
It was the beginning of Tapball i was level 30 and had not obtained Nelson yet cause i was behind on quests took me a day or two of not doing the event to get my hands on him, then two days before Tapball ended i finally obtained the Radio tower friendship prize which had an event currency generating task.
After that event though, most events became a breeze.
Thats why im not a fan of mini events, sure theyre great time wasters but most new players wont finish, or they will but not with all prizes or maybe with all prizes but having spent donuts or slept very little.
On the other hand....
everyone has been saying it, its the year of the donut, obtaining donuts nowadays has many, many entrances.
Sure if your a new player you missed out on a lot of ways to obtain free donuts (maggie, monorail, rocket has a chance of debris which in turn has a chance at a donut) etc. however daily tasks changed that so saving donuts has become easier.
And finally yes, lv 30 is the beginning of the true benefits in the game, the unemployment building is an odyssey in itself, however once you hit the late 50s you will realize as we all have that the early characters are used for literally everything and you will get annoyed.
Lesson learned:
New players complain they dont have the characters needed for the event,
Old players complain that the same characters are used for every event.

From reading this thread, I've gathered that I'm just in a difficult part of the game where I need to accept I can't complete certain events. I'm letting the fire event slide and just pressing on with my quests.
I'm letting all of my quests complete, so all of the characters are available, and then starting from the task bar. This is making quest completion much easier, so many quests require multiple characters to be available.
At the moment I'm just stacking buildings in a messy fashion. I'm intending to do a proper build when I get closer to the top level.
Once again, thanks for advising me, it did help alot. :) - My main problem with my second town (recently restarted and now at level 56) was that with all the levels available you never have time to sit back and make money...or so it seems!!! Fact is that to progress steadily you need to make the decision occasionally that you are going to close the taskbook, and concentrate on short tasks and raising cash. For top level players we have the luxury of several weeks to complete each new level whereas newbies just have one more level added to the constant climb!
I just sat back and accepted the fact that it was going to take time and, as an example, I barely got anywhere with the fire event....I do not have the donuts for costumes and so will not get the fire station.
That all said, I would rather be in the thick of it than sat back twiddling my thumbs awaiting the next level/event....once you have all the land and a few million dollars it can be hard to stay motivated sometimes!
