I have a i7-8086k, an RTX 4070, 32GB and the game installed on an NVMe Samsung 970.The GPU is not used at 100%, it always runs around 45~65% usage and there is not bottlenecking cuz the CPU Usage is around the 25~30%. There is not bottle neck.There is a lot of stuttering and osten FPS drops below 60FPS due to low GPU usage.I have not issues with other games, only with EA Sports WRC. I have tried all settings and always happens the same. Really bad optimization.Please fix the optimization. Best regards.

Similar issue on AMD as well. GPU load in some areas is as low as 75%, and CPU load is 20-30% but it hardly give me 65-75 FPS. FSR increase GPU load but doesn't give any FPS boost at all. @RaceOwl87 Hello, you're right, but I know what I'm talking about, I've been assembling gaming PCs for 25 years, I even do projects for manufacturers and in this case each core does not exceed 30% of use. Plus, it's the only game that happens to me. I have much more demanding games, and my GPU works at 100% without problem. It seems that the optimization problem is in the reflection of the cars. When you lower it, the GPU increases its usage although it still does not reach 100%. It is not something isolated to me, it happens to many people even with RTX 4090 and a Ryzen 7800X3D or an i9-13900K. You can look at it in other forums. It's an optimization error. Thanks for your answer.

I can also confirm the low CPU and, particularly, the low GPU usage during stages. Despite the very demanding scenarios (e.g., Finland, where some stages range from 90 fps to 60 fps in just one corner), GPU usage never reaches 100%.These numbers point to a problem with UE4 code optimization, since hardware resources are never fully utilized and, as a consequence, performance is severely compromised.My PC specifications include a AMD 5600x, 32Gb of RAM and AMD 6800XT (XFX Merc 918).

CPU around 25-30% OVERALL doesn't mean that it is not bottlenecking your GPU. You have to look at utilization of the individual cores to check for a CPU bottleneck.
Doesn't mean the game should not be further optimized, it's just a common misconception to only look at overall CPU utilization instead of core utilization when looking for a CPU bottleneck.

Hello, exactly the same thing happens to me as you. In menus the GPU reaches 100% perfectly (well, not always, but it is used much more) and obviously, in menus I even have 230FPS on some occasions. The drop in performance only happens to me in the stages. Only occasionally at some stage I get 100% for a couple of seconds but it fluctuates again. With the new patch the stuttering has improved, but unfortunately it remains the same. 32GB DDR4 3600MHz, i7-8086K @ 5GHz, the game installed in a Samsung NVMe 970 and my GPU is an RTX 4070.

@RaceOwl87 Hello, yesterday testing the WRC, by chance I discovered that it is indeed an optimization error. I tell you, yesterday I started playing Rally School and I realized, that in that part of the game, it stutters sometimes, but the GPU usage increases to 90~100% and the FPS increases to 110~155 while CPU cores remain between 30~55% usage. Everything works correctly in the Rally school (except the occasional micro stutters) So I can confirm that the failure is in the stages.

@AstramusHello, I have the same problem on 5800X3D and 3080. GPU wanks at 60%, cpu total 20% and under 70% per core. It performs like the L3 cache does not exists.
Edit, omg, i just found that on the forum: Fanatec ClubSport v3 bug... My 82 fps increased to 115 after i unplugged the pedal from the USB port...
