Adult sim who adopted child as caregiver has romance/flirt options

So my child Sim who had an adult sim adopt him as a caregiver, has since aged up into an adult and moved home, he invited that son over and I have all the romance options for that sim, which they do. 

I'd imagine this is a bug as it doesn't seem like something EA would do, to test it I selected some interactions but they don't get a romance bar just carry out the interaction

 

I'm on PS5, latest update and all EP's except horse ranch and cats 

playstation

    To be sure, you just choose the option caregiver ? They are not regularly adopted ? They are not related in the family tree ?

    Yes that's true when they were a baby the father left, this Sim turned up in the house and he became the adopted caregiver, no family tree links
