I'm also having this issue. I own both For Rent and Businesses & Hobbies. I'm playing on mac and it happens with mods removed. It keeps happening after using the "Move Lot" tool. It's even happening on community lots and they don't even have the Unit Outlines toggle, so you have to switch back and forth between lot types to make it disappear, but it keeps coming back after moving the lot.
