I found a fix! I went into manage worlds, then In build mode I bulldozed all the business buildings that I downloaded from gallery (thoes ones I download formother people) and I sold these lots afterwards. I went back to my sim and I was able to sell the non-working business though the panel. This time I bought the lots though my sims' phone and made sure that lot has been set to small business venue in the build mode(before buying). And after that my lots is show up in the panel correctly, also I build eveything myself this time and it working now, no bugs. I guess the problem is in the gallery, at least is for me..
