When i click adopt the sim just picks uo the dog and puts it down, ive tried on different worlds, loaded games, and new games, different houses etc. so it dosent seem to be a mods issue, this started after the update today.

yes! happened to me too, my sims will just pick them up and then nothing happens, cant even adopt new pets - like kittens or puppies cause my sims just freeze. Have to reset the sim to even continue playing otherwise it's just stuck in the adoption progress..
I am having this issue now as well. I tried adopting the stray cats outside my house and my sim would just pick up the cats and put them down, I tried to adopt them like 10 times and then gave up. I also called the adoption person and tried to adopt the non strays and it also did the same exact thing.
I think this might be related to the other reported bug since the latest update about not being able to bathe dogs (turns out it's affecting small dogs only, big dogs seem to be okay), and the inability to feel the love, etc. Basically sounds like anything that requires the Sim to pick up and hold a small dog isn't working correctly right now. I was able to adopt a big dog (when testing the bath issue), but will have to test with a small one to confirm.
i'm having the same issue. I shift click them and click "add to family" and above their head it will still say "up for adoption" but if you shift click to remove them from family and then re-add them, this goes away and they live with you as a normal pet.
Same issue , Cannot adopt. Sim just keeps picking pet up and putting it down. :(
Also happening to me. I am on PS5, no mods.
Edit: after playing around more, it seems to only happen with small dogs and puppies. I have not tested it on cats, but I imagine the same happens to kittens since you have to pick them up.
I can still adopt big dogs, adult or senior, but cannot adopt puppies. This goes for strays as well. I have no issue bathing my big dogs.
I also seem to have trouble interacting with puppies as a whole. If an interaction requires picking them up (eg feeling the love), the sim and puppy will just stay there frozen and it takes some time for the sim to put the puppy down and move again. (Or I click somewhere for my sim to move, cancel the puppy action, and eventually they start moving).
It also seems like just picking up the puppy, literally just the "pick up" action, does NOT freeze my sim or puppy and I am able to move around and place the puppy elsewhere.

Can’t adopt a pet. Every time the adoption person comes and I click for my sim to adopt the pet, they pick the pet up and get stuck holding the pet or puts the pet back down and cancels the action.
