Can't build on empty lots/Endless loading when bulldozing

"Cannot build on lots you don't own" text pops up in world build mode for residential lots that are unoccupied lots. You have to enable freebuild to build.  Also, when trying to bulldoze lots in world build mode it just loads endlessly. Started after updating with 8/19/25 basegame update. Enabling freebuild also fixes the endless load when bulldozing lot. 

PC/windows, no  mods or cc. 

Edit: Did a lot of Vanilla testing last night and it's got something to do with combining households in live mode and happens when you take everyone from one  household into another, the sims that joined the new household will still be seen as owners of the vacant property and neighbors of the other sims in that neighborhood.  I had to move a sim onto the lot, evict them and then delete them to get the game to work normally on that lot that was left vacant by the combining of households.
