This has been happening to me too! Every time I want to move a sim to a new house, either a premade or one I furnished myself I get the Furnished option greyed out. It drives me insane, I have to move Sims from manage worlds as a workaround. Click on whatever house they live and then in the options click on move household and then I pick the house I want, it does let me pick furnished that way, but it breaks immersion.
Let's hope they try hard to fix it as this problem is older than most of the game's packs.
