This is happening to me, too. I garden all the time and this has never been an issue before today so it must be tied either to the new Business & Hobbies pack and/or the new world (which I'm in for the first time).
I'm playing in Glimmerbrook and having this issue as well, but I do have a residential retail on the lot and just started having the issue after getting the pack yesterday. I do believe it's tied to the business & hobbies pack. Neither my single sim nor a hired gardener could water the plants
