Wanted to chime in and say I am having this same issue. Sims cannot water plants that are in the large square planter boxes or the dirt plots from cottage living. Putting them directly on the ground is a workaround for the time being or using the sprinklers from seasons, but you can't put sprinklers inside greenhouses. The small planters do still allow for watering.
I've tested it on new save files and old ones. Even ones with established gardens where I know I was able to water the plants before the patch.
I also tested with and without mods enabled.
Trying to run a garden-center business and not being able to water plants is a bit of a logistical issue. :D
