I am also having this bug. My sims won't water plants in planters (woodworked or purchased) or pots (woodworked, purchased or pottery) when asked to Tend Garden or Water/Water All. It started after Businesses & Hobbies was installed and the pack went live, likely something to do with the new planter unfortunately. I thought it was odd that my sim's newly planted trees were starting to wilt and show leaf damage after a few days.
Vertical gardens work fine, although it's a different watering animation and you can upgrade those to water automatically.
I've largely been enjoying the new pack so far, but this bug is a real buzzkill. Looking forward to a bug fix soon!
