I have the same issue, but in my case, the plant I'm trying to water is a Valeriane one planted in a Garden Planter box. The option to "Water all" is displayed, but as soon as I put the plant on the ground, the option is not available anymore because the season Im in is Summer, but the plant can only grow in Fall and Spring. The options displayed would be related to where the plant is planted in my case.
