Further information: the "Tend Garden" interaction unlocked by reaching Gardening Level 9 allowed my Sims to finally water their plants. With this and the fact that "Water" that's only available at Level 1 works fine, but not "Water All" at Level 2+, this leads me to conclude that it's the "Water All" interaction that's bugged.
