Hi! I just noticed this issue today!
I had my plants in the single garden pots, but I wanted to be able to water them all at once with the gardening patch. I noticed today when I opened the save, all of my plants needed to be watered. I had all of my sims with varying gardening skills (one maxed) try to water it. None would. They were able to be harvested, weeded, and sprayed for bugs. I have them in a greenhouse, so I couldn't place the sprinkler to test if that would water them. My sim had the popup for doing an activity you like, which was gardening, even though they weren't being watered. I moved all of the plants off of the in ground garden patch, onto the grass, and now they can be watered.
It seems like the in grounds garden patches are broken.
